    We are sorry to report the passing of member Donald G. Swartz, K3IT,
    of Carlisle, PA at the age of 54.  Most knew him as WD3U.

Welcome to the 52nd year of PVRC!

It's been another winning season for PVRC. Although some of the results aren't in from
 the 1998-99 season, we've shown our stamina in the hunt for most of the ARRL contests, 
with a headlock on SS and a firm grip on the 160 and 10 meter contests.  In 1998, we 
came in second in the CQ WPX contest club competition...will 1999 be magic for this one?
  Could be!  We even won a VHF gavel in 1998!  However, there is one big
 ARRL nut left uncracked and I think it's time we took a step towards the fruit!  
It's the ARRL DX contest.  The FRC and YCCC have dominated it for a long time.  
It's time for PVRC to stand up to those big bullies 
and be counted!

Y2K and the ARRL...DX that is!

What's it going to take?  About 350 million points!  Probably double what we've
 done in the past.  How do we make double the points?  Get twice as many members
 on the air in a serious capacity!  What does that mean really?  It means we have to
 entice ALL of our members to put in a decent effort on one or both modes.  Let's see.
  I think at last count we had at least 350 active members.  Hey!  350 members...350 million!
  Simple, right?  That's 1 million points each for both modes combined.  Obviously, it's not
 going to work out that way.  Some will make 5 or 6 million...others wont make any.  
But a 350 million total is not an impossible goal if we all put in our time.

So lets all pull out our electronic organizers (or good old #2) and mark up our Y2K
 calendar for the ARRL DX contests!  That will be February 19-20, 2000 for CW 
and March 4-5, 2000 for Phone.  In the meantime, I'm going to be working with 
your PVRC officers and chairmen to come up with special incentives to reward 
those that come to the aid of their contest club!  GO PVRC!

The PVRC 5 Million Award

As many of you know, I handed out the first ten "5 Million Awards" (new edition)
 at the 1998 Christmas Dinner as well as the ARRL gavels to a few outstanding 
members who have demonstrated their commitment to PVRC and contesting.  I'm 
looking forward to presenting a lot more of them this December!

However, it seems like there are still a lot of members that either don't understand 
the basic rules and ideas of the award or just forget about it.  One of the main purposes 
of the 5 Million Award from the club's perspective is to get a very high percentage of 
the claimed scores in to our scorekeeper (currently Bob Dannals, W2GG).  This allows 
us to make accurate predictions of performance and, more importantly, allows us to 
make sure that your log makes it into the sponsor's computer!  This has been a big 
problem with the ARRL lately, but it is getting better.  However, we can't provide this 
service if we don't know about your log!  I would ask that everyone make a concerted 
effort to get your scores in to Bob one way or another via Packetcluster, Internet, 
or "Snail mail".


REMEMBER:  The 5 Million Award is based on CLAIMED SCORE REPORTED 
TO THE PVRC SCOREKEEPER!  If you don't report your claimed score, 
you will not get credit towards the 5 Million Award!

The other thing to remember is that the 5 Million Award is using a CUMULATIVE 
points system.  I like to think of it as a DXCC of contesting, but with unlimited 
countries!  You never lose any points that you earn.  In addition, it's got 
endorsements for progressively higher point totals...just like DXCC.

What I'm going to do is try and make the 5 million award points stand out 
as an extra reminder.  We'll do this by posting the 5 million award points right 
alongside the normal claimed contest scores posted by W2GG.  In addition, 
updates to the running totals will be updated quite frequently as posted by 
Pete, N4ZR on his website.  We'll start this for the 1999-2000 season.

What do you have to do?

1. Operate!
2. **IMPORTANT** - Send your claimed score to W2GG ASAP after the contest.
His email address is: [email protected] .
3.   Send in your log files to the contest sponsor with "Potomac Valley Radio Club" 
on the summary sheet.  Be careful to get a receipt of some kind.  I save my emailed 
logs in a folder.  Then when there is a problem, I just click on that file and "forward" 
it to the sponsor again.  This leaves the original date/time stamp on the file so that 
they can see when it was sent originally and to what address.  It's not absolute 
proof, but it's about the best you can do via the Internet and it also makes 
resending the log a piece of cake!  If you use the postal service, spend a little 
extra and get one of the return receipt cards to go with it.  You'll get this back 
in the mail with a signature from the other end proving that it made it there.

That's all there is to it.

REMEMBER!! - If you don't send your score to Bob, W2GG, after a contest, you 
absolutely, positively will not get points for the 5 million Award!

PAY YOUR DUES!

Wait a minute!  I thought we didn't have dues anymore?

No, not really.  We just changed how we want you to pay!  You can no longer "buy" 
a membership into PVRC by paying $10 a year.  We no longer have MONETARY 
dues...we DO have CONTEST PARTICIPATION DUES!

Back when we made the transition away from monetary dues, we decided we 
would require active members to participate in 2 contests per year that the 
club was entering.  This could be as part of a multi, etc., but we wanted everyone 
contributing some points to the club effort.  We haven't enforced this at all and frankly,
 I don't want to change this policy.  However, I'm a bit disappointed that out of the 
huge number of "active" members that we now have, there is a large percentage 
who haven't participated in ANY contests in the last two seasons as evidenced 
by the 257 total unique calls listed in the 5 Million Award listing.

A secondary requirement of the ARRL Club Competition is that you have to attend 
two meetings per year to be able to contribute your scores for ARRL club competition.

So your dues are 2 contests and 2 meetings per year.  Not too difficult for most of us, 
but I'll bet that $10 is looking pretty cheap to some!

Come on guys and gals!  Have some fun and pay your dues!

I'm happy to report that we've been able to maintain the club treasury at a minimally 
acceptable balance over the past year, even with additional expenses related to the 
5 Million Award and other award sponsorship.   I'd personally like to thank each and 
every one of you who have helped us keep the club running by donating typically 
$10 to $20 a year.  We do our best to give you good value for your money and we 
couldn't run the club without you.

While we are in the black, I'd like to be able to spend more money on club awards 
and other club trinkets.  We still haven't been able to get the regional awards going, 
but I'm going to be working with the other PVRC officials over the summer to try and 
get this under way.  While the costs could be minimal if limited to just "wallpaper", 
it would be nice to have the funds to augment this with club goodies and other 
hardware from time to time.  In order to do this, we'll need a little more monetary 
help - not a lot...just a little.  So I'd like to ask those that maybe haven't given us 
money before or if it's been a while, to please consider helping fund the club and 
sending a donation to the PVRC Treasurer, Dave Baugher, WR3L.

Club Paraphernalia - ORDER NOW!

Maybe we were too quiet the last time while soliciting orders for club goodies.  
I was surprised there wasn't more interest last fall when the initial orders were taken.  
I have this feeling that a lot of people that would have ordered stuff just forgot about 
it because we were too quiet.  Maybe they were waiting to see how the initial orders 
turned out?  I just saw one of the golf shirts and a sweatshirt at the Northwest meeting 
and they look real spiffy!  A clear silk screening of the new PVRC logo with name and 
call-sign embroidery on the golf shirts makes them VERY attractive.  So we are going 
to place another order in the next few months...as soon as we have a good number of 
items requested.  In addition, we are going to have some 1 inch lapel pins made up.  
For those that ordered mugs, we are still trying to get enough orders for personalized 
PVRC mugs to make the minimum.  We are making a renewed push this month to get
mug orders in and it will be placed May 30th.

Check elsewhere in this jumbo issue for a new order form and get those 
checks in to N1KC!

Communication!

We should be experts at this, right?  Well, I think we can do better.  We have a lot 
of members on the Internet and/or Packetcluster right now, but I also feel that there 
are lot of members, especially those in our newer, remote areas that perhaps are 
falling through the cracks.  Packetcluster messages marked "PVRC" still don't 
make it down into southern VA or NC...at least not reliably.  The PVRC Internet 
reflector and email is a great way to stay on top of the latest news, but a lot of 
our members don't have access for one reason or another.

I'd like to ask that our regional chairmen or someone they designate be an ear to 
the reflector for those that don't have that channel yet.  Perhaps a "phone tree" 
is required.  Consider forming one at your next meeting and attempt to identify those 
members that may be getting left out of the loop.

PVRC wants YOU!

Should we have "on-the-air" meetings?  Other clubs do and they can be an awful 
lot of fun.  Something that YCCC does is have little 5 minute sprint contests in 
conjunction with their meeting.  Usually someone just makes up the rules on the 
spur of the moment and then they say GO!  5 minutes later there is a mini-3830 
callback for scores!  We could do things like this for fun.  Someone want to 
organize it?  Give me a call or email and volunteer!

We are still trying to formulate a regional awards plan, which will initially be club 
certificates.  However, we could use some help either administering the program 
and/or printing certificates.  If you would like to help in this area, please contact 
either myself, VP Brian N3OC, or NW Chair Greg, N5OKR, who are most involved 
in this effort.  We are still in the planning stages of this effort and welcome any 
ideas that you may have on any aspect of the program.

We welcome input from all members and want to encourage everyone to contribute 
their ideas and feelings about PVRC and it's future endeavors.

The 50th Anniversary Booklet

We've been remiss in our efforts to create this historic document for the club.  We will 
fix that this summer.  W3LEO (ex-KA3TGY) is putting it together for us, but he needs 
more input (biographies, photos, history tid-bits, etc.) to make it a rich document we 
can be proud of in years to come.  Please take the time to fill out the questionnaire 
if you haven't already, and get it to Leo for the booklet.  It's available in this newsletter 
and you can also get it or fill it out online at http://www.pvrc.org/anounce.htm .

WRTC 2000!

It's rapidly approaching and I'm expecting that PVRC will be invited to send a 
team to the 2000 games in Slovenia!  So far, there are no details or formal invitations.  
However, they are accepting "wildcard" bids from prospective contestants at this time.  
If you are interested in more information on the bid process or any WRTC 2000 info 
in general, check out their official web site at http://wrtc2000.bit.si/ .  It's sure to 
be a good time!  As soon as we have a confirmation of invitation, we'll move 
forward on the PVRC team selection.

Dayton Hamvention 1999

Everybody is going to Dayton, right?  It's the Mecca of Hamdom!  If you've been before, 
you know what I'm talking about.  If not, you should!  It may be too late for this year, 
but if you've never been, consider going next year...you'll be hooked!

We are going to have at least one official PVRC meeting at Dayton this year.  

The first will be held at noon on Saturday at the Daily DX booth; number 520.  There will 
be a sign in board there all weekend so be sure to sign it at some point during the 
Hamvention and try to make it to the meeting at noon.  I know at least one new member 
we'll be able to vote on at this meeting!

The second will be held shortly after the Contest Banquet on Saturday night at the 
Crown Plaza hotel downtown.  It will be held either in the FRC lounge area or in the 
banquet room on the same floor.

Have fun and buy lots of goodies!

The Summer Begins at W3LPL's; The Joint PVRC/FRC Meeting

Things got messed up last year with the scheduling for the joint meeting in FRC 
territory, but it's back on home turf this year at the annual W3LPL Summer Bash 
on June 19th.  This is the largest meeting of the year at the largest PVRC station 
and there is always plenty of food and drink available as well as lots of good 
company and technical discussion.  Be there or be square!  Things start up around 
noon we'll be having an informal meeting around 2 PM.  I'll be surprised if we don't 
have a gavel or two to present to some deserving member(s)!

A new adventure...

Call us crazy...at 39 and 40 years young, my wife Laurie and I are venturing into 
parenthood!  "My" daughter is due about June 23rd!  I say "My" because Laurie 
says it was all my idea!  Hi!  I can hear it now:  "Your daughter wants...your child 
needs...etc."  Of course, to further bring it home, Laurie's picked out her 
name - Tayler (yes, with an 'e')!  Please send your condolences to Laurie and 
Tayler at the home address...

DONTATIONS REPORT 4/20/99 by Dave Baugher, WR3L, Treasurer

PVRC would like to thank W3ABC, N3HF, W4HJ, W3YD and N4GU for the 
contributions.  Please remember to send your ARRL renewal via PVRC.  
Complete the ARRL form and send it to WR3L with a check made to PVRC 
(not ARRL).  New memberships should also be sent to PVRC.

PVRC ESTABLISHES A $1000 SCHOLARSHIP.

The club has established a yearly $1000 scholarship to be announced and 
administered by the Foundation of Amateur Radio.  The deadline to apply 
for this scholarship in 1999 has passed but one will be awarded if a suitable 
candidate is found among those applying for other scholarships.  If not 
awarded in 1999, the initial $1000 will be held over until 2000.  The draft 
of the eligibility requirements in 2000 (and generally the basis in 1999) are: 
"Applicants must reside in CONUS (48 states or DC) and may hold any 
class of amateur license.  A preference will be given to one who provides 
a supplementary statement describing their contest activities.  A secondary 
preference is the applicants license class."  The scholarship is funded by 
an individual member.

CENTRAL MEETING MINUTES, 4/12/99 by Rich Boyd, KE3Q, Secretary

One effect of the regional structure in PVRC has been dwindling attendance 
at what used to be the only PVRC meeting, what we've now been calling the 
central or general meeting.  With so many meeting opportunities, and some 
closer to home, these days people don't need to drive an hour (or more) to 
go to a Monday night meeting.  Then again, at this time of year we historically 
have had low turnouts, I think.  

In any case, last night we had a small but quality turnout of seven of us:  
N3OC presiding, N3AM, W4RX, W4RW, KE3Q, K3OSX, K4VV, and K4IQ.  
Few had met W4RX, though he owns one of the larger contest stations in 
Virginia, a multi-tower setup on Mt. Weather (near N4OHE and the underground 
Pentagon).  Jim usually just enters the CQWW CW contest but has said he's 
willing to take in guest ops for other contests.  He especially has little or no 
interest in operating phone contests himself.  Consequently, K0DQ, Admiral 
Scotty Redd (retired), who used to regularly guest op at W3GRF, opped at 
W4RX in the ARRL DX phone recently.  Jim says his station isn't very user 
friendly, though, a drawback to having guest ops.  Even an experienced op 
like K0DQ rotated a prop pitch past the stop and tore a coax off one yagi.  
At my prodding, Jim told us the story of how he sold his business, Telcom, 
and at the age of 40 entered medical school and became a medical oncologist.
 
We went around introducing ourselves.  W4RW has been helping W4RX fix 
up the 20M AB-105 tower, which came down when a tree fell on its guys during 
a storm.  He had photos of the crumpled tower.  K4IQ asked for the group's 
advice on multiple antenna switching at his station where his antennas are 
1,200' away atop a hill, fed by hardline (in SW Virginia).  I suggested he 
operate in a small hamshack at the top of the hill.  I drew a picture of my 
4-tower idea for WP3R that I discussed at a Temple Hills meeting recently.  
W4RX suggested there are many ways to set up the switching for many 
antennas to one feedline.
 
K3OSX mentioned his recent operating at N4RV and described N4RV's
antenna array.  K4VV talked about his tower.  He and N3AM shared their 
thoughts on the new generation of tribanders on the market now and 
stacking distance required with a 40M beam.
 
N3OC mentioned that N1KC may be ready to place an order for shirts 
and mugs soon.
 
Though we were running out of time because the discussion had been 
spirited, we started the K1ZM Dayton video at 8:45, in which K1ZM 
describes his Cape Cod 160M station and 160M antenna design options.  
Before that was done we jumped ahead to K1ZM's slides of the NP4A 
station when it was at its peak some years back, including the full 
size 3-el 80 rotatable yagi on a 160' tower on top of a 3,000' hill.
 
We adjourned at about 9:15 PM.  Next meeting is the second Monday 
of May in Temple Hills, Maryland, 7:30 PM.

PVRC/NC MEETING MINUTES 4/8/99 by Pete Soper, KS4XG

The meeting was held at Ryans Family Steakhouse, Cary Crossroads, 
Cary, NC from 6-7:30pm.  Important notes about the NC chapter meetings:
1) The default meeting date is always the first Thursday of the month 
and the default location is Ryans @ 6pm.
2) However the May meeting will be at Fox and Hound (see details below).
3) One of the summer month meetings will be a cookout, details TBD

Membership

This was the second meeting of Joe Mack NA3T. The membership 
vote was unanimous. Joe is a VHF enthusiast who enjoys chasing 
grids when he isn't designing high performance phased yagi arrays. 
Welcome to PVRC, Joe!  Chapter membership is now 31.

Club business and announcements

K4PB sent his regrets. Alan was scheduled for elbow surgery at the 
time of the meeting and we wish him a speedy recovery.  
WJ9B K4QPL and WX9T also sent their regrets.  
A SPECIAL MEETING is planned for May. 

Bill W4ZV went to Galapagos Islands for a contesting trip, took a 
lot of pictures and brought back a lot of memories.  Bill will tell us 
all about it in a private dining room at the Fox and Hound (excellent 
food and refreshments).  The target for this meeting is Thursday 
May 6 6pm, subject to confirming the reservation. 

Email will be sent out before the meeting. An RSVP for this one 
would be appreciated.

K4MA invites anybody interested in hosting the Summer cookout to c
ontact him. We'll settle on the details of this meeting next month. 

We're likely to get another carload or two of NC rabble rousers up to 
visit W3LPL for Frank's June open house (weekend before Field Day).

Upcoming Contests:  ARI 5/1-2.  The YU DX Contest is 4/17-18 but 
not likely to be much fun this year.

Member notes:  K4HA is contemplating a second tower, probably 
another 80 footer. This would be more Rohn 25 but Bob said if he 
gets greater quantity of Rohn 45 he's been pursuing it will make him rethink his plans.

N4CW showed off his matching NAQP certificates for Maine and 
North Carolina as well as an interesting "entrance exam" for potential 
new residents of Maine. Bert suffered some new RFI problems after 
putting his wires back up after a recent storm and asked for tips. 
Bert also joined the upper crust as he upgraded to an FT1000MP. 
There was discussion of the "upgrade hierarchy" as the upper 
crusters go to FT1000MP rigs and the more budget-challenged buy their TS850s :-)

K3KO announced his second tier upgrade to a TS850. Brian also 
received his eighth band endorsement for DXCC and a certificate 
for the 4th call area in the '97 CQWW CW test. In a discussion of 
RTTY it came out that Brian regularly uses his ears for confirmation 
of his call-sign during  RTTY contests.

KS4XG is doing tower and antenna PM before locking his foldover in 
place semi-permanently and adding 10 and 15m monobanders fixed on 
Europe. Pete also described his mother's second solo contest effort as 
she took part in the WPX (general class KF4VMT, Margaret Soper, 78 
years young).   Unfortunately Margaret is just West of the PVRC club circle...

N3QYE has his QRP rig running and is having fun. He's looking for 
novel packaging ideas and wonders if he can get the electronics inside a stuffed squirrel.

New PVRCer NA3T described his project modifying some yagi design 
software to allow accurate modeling of phased arrays. There was 
discussion of the upcoming June VHF contest.

N4TL described bagging E44DX after the operator announced "QRX, 
QRX, are there any PVRC members out there?" Tom quickly worked 
them after an instant of utter amazement. Go PVRC!

K4MA shared details of his WPX phone effort at the AA4NC station. Jim's 
score is holding onto #1 world so far. He used DXnet software at his 
home to tie into the Internet packet spots and fed that into a 2 meter 
link to Will's station where he then routed it via TNC into his CT setup.

Jim passed around his rate sheets and mult info and described the tremendous 
variety of Asian and other multipliers that answered his CQ.

Next Meeting  The next meeting is scheduled for 6pm Thursday, May 6th 
at the Fox and Hound in Cary.

Directions to Fox and Hound:
The Fox and Hound is in Macgregor Shopping Center in Cary 
(ph 919 380 0080) in the SW corner formed by the US64 and US1 intersection. 

>From the North:
Take the Raleigh beltline south as if going to Ryan's but proceed past 
Walnut st and also past Cary Parkway.  Take the next exit to US64 West. 
Go under the US1 overpass, through the first set of lights and then take a 
left at the second light onto Macgregor.  Turn left again into the shopping 
area. The Fox and Hound is in the center.  If you reach Edinborough off 
US64 you've overshot but can hook around to the left and get back to 
the shopping area.

>From the West:
Take US64 East through Pittsboro and past Apex.  Soon after passing a set 
of car dealerships on the right you'll pass right turns at McKennen, Gregson 
and Edinborough. The next right will be the turn into Macgregor. If you reach 
the US1 entrance ramps off US64 you've overshot and will have to go up the 
hill to the fancy office building on the right and get turned around there.

NW MEETING MINUTES - April 20, 1999 by Tyler Stewart, K3MM

In attendance at Tully's in Frederick were members:  K3MM, K3LP, K8OQL, 
N4MM, K2UOP, W8ZA, W3NRS, K3WC, K3TZV, WD3A, K3IXD, K3SX (-102lbs), 
NE3H, and guests, Tony, A45ZN (among others!), and K3MM XYL, Laurie.  
K3MM stood in as net control.

We started off at 8PM with intro's:

WD3A, Tom, did a little time in the WPX phone for 145Q x 111 for 12.6K.  
K3TZV, Steve, has been working on installing PSK31.  K3WC, Dusty, has 
also been doing PSK31 lately and has 17 countries so far!

W3NRS, Norm, got an IC746 for his birthday and is working on setting it 
up on all those bands!  N4MM, John, has been doing work on his new 
site at Spring Gap Mountain.  K8OQL, Jerry, did WPX single-op as the 
last hurrah from W9LT's station.

A45ZN, Tony, is staying at K3LP's place while doing work in the area.  
Tony is also G4KLF and been ZS1D and H5AFU among others...and 
wants to join PVRC!

K3LP, David, had Norm and Dan over to assemble some tough sections 
of tower.  He's got some monobanders and a TH7, but claims the TH7 is 
doing a better job!

K2UOP, Tom, reports his new C31XR is working very well and he's working 
hard towards the 5 million award.  W8ZA, Bob, reports that VHFer WB3CHS 
passed away today.  Bob's looking forward to summer antenna projects!

NE3H, Joe, has a new FT847 and is now on 6 meters for the first time since 
1964?  However, recent results have been disappointing.  Joe was dismayed 
at the poor test results of several commercial 4:1 baluns that he tested on a 
network analyzer.  He then built his own coaxial balun with good test results.

K3SX, Sid, has now lost 102 lbs since 7/98!  He recently worked EL2WW on 
160 and is looking for TZ6VV.  He's finally got cards in for J6/K3LP, so they 
will start going out shortly.

K3IXD, Ed, reports that W3EKT's wife has been in the hospital for a couple 
weeks now, but is doing well and is expected to check out tomorrow.  He 
worked 19Q's and 3 grids in the 2 meter sprint with a pair of big wheels.  
Ed showed us WD3A's new PVRC shirts and they look spiffy!

K3MM, Ty, had a great time in the WPX Phone contest and came in second 
overall in SOHP with 9.6 million from the home station.  15 meters was HOT!  
He was at the K3MQH mountain for the 2 meter sprint and appears to have 
won with 226Q's and 48 grids.  Now announcements from K3MM and others.

DAYTON.  There will be a PVRC meeting held at Dayton this year at noon near 
the Daily DX booth 520.  If you can't make it then be sure and sign in at any time.  
We hope to vote in at least one new member!

We'll also see if we can hold a meeting that evening after the Contest Banquet 
either in the banquet room or in a corner of the FRC lounge area.

If you have a station video or something of that nature in VHS format, there is 
always a VCR set up in the FRC Lounge and I'm sure it's available as needed.

CONTESTS.  Once again, the list of ARRL 10 meter logs that made it to HQ was 
a bit short...not nearly as bad as last year, but W2GG found 15 missing logs upon 
comparison with our own claimed score listing!  We have been in touch with Dan 
N1ND at ARRL and have restored most of the logs.  However, there are still a few 
we haven't heard from or their log already went in the "bit bucket".

PVRC won the 160M club competition in Medium category (there were no unlimited's) 
again in '98 and has won a WPX plaque (expected delivery time: 2 years) for 
high US club score!  

WPX was awesome with records broken handily...15 meters was incredibly good 
with hours of JA's on the east coast.  Look for more of the same or better on 
10 meters in the CW portion at the end of May!

MEMBERS.  Tony Selmes, A45ZN, was attending his second meeting, so he 
filled out an application and was promptly accepted by the membership present.  
Tony expects to be in the area for at least another 6 months or so while working 
with K3LP.  Tony's been a ham since 1980 and has held many DX calls including 
G4KLF, ZS1D, and H5AFU.  He's interested in 6 meters, LF (136khz), VHF, and 
160M as well as moutaineering and climbing.  He's also an ex-parachutist and 
philatelist.  Welcome Tony!

K3IXD showed us the latest batch of PVRC shirts and they are very good looking!  
N1KC is taking orders again and there will be an application in this jumbo May 
newsletter for the usual shirts, hats and mugs as well as a new lapel pin we're working on.

W3USS GOES QRT by Dave Siddall, K3ZJ

After 30 years, it appears that the Capitol Hill Amateur Radio Society will disband 
this spring, and club station W3USS at the United States Senate will be dismantled. 

As I turned the key in the shack door after the ARRL DX contest a couple of nights 
ago, memories returned of contests past that spanned three decades.  Back in 1971 
I came to Washington while still in college, and interned part-time for a Senator.  
A few months later I ran into Barry Goldwater, and soon I was filling out a CHARS 
application and paying dues.

My contesting at W3USS began with the 1973 phone ARRL DX, so it was appropriate 
that my last effort from there was the same contest 26 years later.  My old paper log 
continues to reside in the club's records, signed by "WA1FEO" .   So does my 1973 
sweepstakes log, a contest particularly memorable because it ended prematurely when 
flames erupted from the PA compartment of Goldwater's Swan 350 that I was using.  
(A fire extinguisher was installed in the shack shortly thereafter; and Goldwater 
forgave me.)  In those days it was a TH3MKIII 8 feet off the roof, and a 14AVQ.  
No 80 or 160.

I operated many contests from there over the years, using either W3USS or K3ZJ.  
In later years I invited guest ops, and they turned in some great scores as I 
competed from my mountaintop station in West Virginia (beginning in 1988) 
and spent time with my family.

In 1992 I unexpectedly returned for ARRL phone when Friday afternoon before 
the contest my sister-in-law offered to entertain my 3-year old for the weekend 
because my wife was ill (and carrying our second son).  Our West Virginia house 
was too far away should there be an emergency, but the Senate was only 30 minutes 
from our home. So I drove home after work, packed the station, and was still 
connecting the equipment as the contest started.  The DVK didn't get hooked up 
until sometime in the middle of the night, and Saturday morning I had to go QRT 
to go out and buy some food and something to drink.  Score that weekend for 20 
meters single op remains the top score for the W3 district.  Go figure!

There might be a little "relaxed" contest operating one last time during phone WPX.  
And W9JG has been operating a little bit at odd times.  But sometime in May the 
original W3USS will be gone.  R.I.P.

I have been juggling the Newsletter deadline to find a minimum conflict with other 
schedules.  Meetings are normally not scheduled during the fourth week so that 
seems to be an ideal period for repro and distribution and then we can hope that 
copies arrive prior to SMD and NC meeting during the first week.  The deadline 
for material for the Newsletter is now late evening the day after the third Tuesday 
of each month.   That is, the day after the NW and Tidewater meetings.  The SWVA 
meeting day varies each month with the result that SWVA minutes may sometimes 
miss and be published in the next issue.

PVRC REUNION ON-THE-AIR RULES  -  JUNE 1999
 
1. Eligibility:  All member of PVRC worldwide (Once a member, always a member!)
 
2.   Object:  To contact as many other PVRC members around the world as possible, 
using 7 bands as follows:
	CW:     80, 40, 20, 15, 10 meters
	SSB:    20, 10 meters
 
3.   Date:  Always the first weekend in June.  This year's reunion will be June 5, 6, 
and 7 (zulu) 1999
 
4.   Frequency:  CW always 47 kHz up from the bottom of the band (3547, 7047, 14047, 
21047, and 28047 kHz).  Phone frequencies are 14247 kHz (14250 as an alternate 
when there is QRM on 14247) and 28447 kHz on 10 meters.  
(These are suggested frequencies.)
 
5.   Three contest periods (1998):
     5 June: 1400Z - 1800Z
     6 June: 0000Z - 0500Z and 
	2200z - 0300Z (7 June)
 
6.   Contest exchange:  Serial number, your call, QTH, your call when first joining 
PVRC, and year joined PVRC.
     Example: NR73 W6XYZ CA W4XYZ 60
 
7.   Valid contact:  Completed two-way QSOs on any of 7 bands.  No crossband 
or crossmode QSOs permitted.
 
8.   QSO points:  Two points for each completed QSO.
 
9.   Multipliers:  Total multiplier is the sum of all states, DC, Canadian provinces, and 
DXCC countries worked.  (AK and HI count as a state or a country, not both.)  Each 
multiplier may be counted once, not once per band.
 
10.  Reunion call:  CQ PVRC

the above listed format.  CT6 data will not work on CT9.

High Speed Meteor Scatter (HSMS)

Enclosed are the rules for the 1999 North American High-Speed Meteor Scatter Contest 
(I was one of three who developed the rules this year).  Although the contest takes 
place on amateur bands from 50 MHz on up, I thought I'd "humor" your request for 
"articles" for the PVRC newsletter. A few PVRC guys, like ND3F and W3ZZ, have 
previously expressed some modicum of interest in getting on HSMS but I've yet to 
hear anything from them.  K3MQH really wants to give it a try but time prevents his 
playing around too much other than during contests.

Editors note:  Space limitation will only allow a portion of the rules.  The complete 
rules would require 3 3/4 columns with this font.  Also, you may not receive this issue 
until part way through the contest period.  Please check below web pages or contact 
Steve for more information.  (I've oiled my bencher paddle but I don't think it'll 
go 99 wpm!  :) )

Introducing the Second, North American High Speed Meteor Scatter (HSMS) Contest, 
sponsored by: The Western States Weak Signal Society. 

Purpose: To promote the development of skilled HSCW operators in North America.

Objective: Work as many North American stations as possible via meteor scatter during 
the contest period using HSCW on the amateur radio bands above 50 MHz. HSCW for 
the purpose of this contest is any speed no less than 495 LPM (99 WPM).

Contest Period: 0000z, 1 May 1999 to 2400z, 9 May 1999.  You may operate up to 48 
hours during this time period.  ...
